…Lawmaker Lauds President Buhari on Action It was a moment of welcomed relief for the people of Dugwaba District in Gombi/ Hong Federal Constituency of Adamawa State and ,perhaps, a long war finally won by Member representing Gombi/ Hong Federal Constituency, Rt. Hon. Yusuf Buba Yakub, when two days ago,Wednesday ,January 29,2020, the Federal Executive Council chaired by His Excellency,President Muhammadu Buhari,GCFR, finally approved the sum of 515 Million Naira for the completion of the abandoned Dugwaba Dam project in Hong Local Government Area of that earlier mentioned Federal Constituency. The history of Dugwaba Dam,a strategically positioned aquatic resource that was initiated and designed to possess the capacity to change the status of the highly agrarian communities in the area,has been one that is replete with a lot of woes and intrigues on many fronts. But thanks to the onerous efforts of the Member representing the area,Rt. Hon. Yusuf Buba Yakub,who through a petition signed by various stakeholders in the area in 2016 was able to elicit legislative action and renewed attention to the long- forgotten project. After what looked like an unending tale of woes and intrigues, as earlier mentioned, involving land owners of the project site and other local stakeholders in the project,community leaders,Upper Benue River Basin Development Authority and,indeed contractors handling the project,including the supervising Ministry, the Ministry of Water Resources, it is highly exciting that the long awaited dreams and struggles by stakeholders involved in making the project birth its intended objectives, have now paid off and will in the next one- and- half years see a definite conclusion of the project. Initiated in 2011,the then rising wave of insurgency in the area and a combination of other militating factors had all contributed in stalling the well- intentioned project. And for over half a decade,the project had layed comatose until 2016 when Rt. Hon. Buba had dusted the petition of some of his Constituents led by Engr. Suleiman Lakuza and Alh. Mummuni Shashau to lay it before the House of Representatives. In the petition,some of the Constituents had felt concerned about the twin issues of abandonment of the project and the mismanagement of compensation money to land owners. In spite of the fact that reprieve had come the way of the farmers and local land owners of the project site by way of monetary payments, thanks to Hon. Buba’s kind efforts, the lawmaker- farmer and entrepreneur,who is Chairman of the House Committee on Foreign Affairs, had sworn not to rest on his oars until Dugwaba Dam became a reality. It was,therefore, as a result of the petition mentioned above and Rt. Hon. Buba’ s painstaking commitment to the interests and wellbeing of his Constituency that the long- awaited dreams and hope of the good people of Dugwaba District and its environs are today coming to reality, Credit must go to all the people,who assisted Hon. Buba in his bid to re- establish the facts and circumstances surrounding the Dugwaba Dam project. Efforts of such people,like the leadership of the 8th House and ,particularly, Hon. Nkem- Abonta,then Chairman, House Committee on Public Petitions and his members, who worked tirelessly and truthfully, amidst various evil collusions by compromised officials of government and others, to bring the matter to a conclusive end,must be highly acknowledged and appreciated. It is our hope and,indeed,that of the highly elated Rt. Hon. Buba, that Government has finally answered to the yearnings of his people and their neighbouring communities. Boss Mustafa,Secretary to the Government of the Federation and Mr President’ s other lieutenants, who have renewed the faith the people have in their leaders.
